BY SHEIKH MUDASIR

SRINAGAR AUGUST 29, 2026:- While the government has not announced any such decision so far, reports suggest that there are indications that the Centre may agree to amend the ToR of the 8th Central Pay Commission (8th CPC) to include pension revision for employees who retired before January 1, 2026.

Organizations representing Central government employees and pensioners, such as the Bharat Pensioner Samaj (BPS) and the All India Defence Employees Federation (AIDEF), have sought amendments to the 8th CPC’s ToR to include their various demands, including the provision to cover pre-January 1, 2026 retirees under pension revision. As per reports, the Commission will hold deliberations on these issues with the employees’ bodies during its upcoming meetings scheduled in Rajasthan, Tamil Nadu and Puducherry.

One of key demands of the employees’ organizations is that pensions of employees who retired before January 1, 2026, must be included in pension revision under the 8th Pay Commission, arguing that due consideration should be given to the interests of pensioners along with the salaries of current employees.

Pensioner organizations have also demanded that the term “unfunded cost of non-contributory pension scheme” be removed from the ToR, arguing that pensions are financial security for retired employees, not merely a government expense.Yes, there is historical precedent when the ToRs of previous Pay Commissions have been amended by the government. The ToR of the 5th Pay Commission was changed four times during 1995-96, while ToR of the 6th Pay Commission was changed twice, and the ToR of the 7th Pay Commission was also changed in September 2015.
